Constitution of GB Freedom

1. Preamble

1.1 We, the members of GB Freedom, unite to defend the sovereignty, heritage, and values of the United Kingdom.

1.2 We establish this Constitution to govern our Party, ensuring its leadership reflects the will of its members while safeguarding its integrity.

2. Name and Constitution

2.1 Name: The name of the Political Party shall be GB Freedom. It shall be referred to in this document as “The Party”.

2.2 The Party shall be an Unincorporated Association and the members of the National Executive Council (NEC) shall be equally and severally liable for all assets, liabilities and obligations of the Party.

2.3 The Party’s financial year shall be the calendar year.

3. Purpose

3.1 The Party exists to:

  • Promote and protect British sovereignty, identity, and cultural heritage.
  • Advocate for policies that prioritise the interests of the United Kingdom of Great Britain and Northern Ireland.
  • Promote core principles of Freedom of Speech, Protection of Personal Liberties, Reduction in Taxes, and the Principles of English Common Law.
  • Resist external or internal threats to the nation’s independence and values.

4. Activities

4.1 The Party intends to:

  • Contest UK Parliamentary general elections, local elections, or any other deemed beneficial to achieving The Party purpose, in England, Scotland and Wales.
  • Raise funds to the extent and limits established by law, including but not limited to: subscriptions, donations, provision of work or materials in kind.
  • Publish, with or without charge, any document it sees fit in any format.
  • Employ and pay people to manage, supervise, organize and carry out the Party’s aims, administer the Party and meet the Party’s obligations under the law.
  • Purchase, lease or rent property deemed necessary to carry out the Party’s objectives.
  • Carry out or refrain from carrying out any lawful act as may be deemed appropriate for the attainment of the Party’s objectives.

5. Leadership and Governance

5.1 Party Leader:

  • Will lead the management of the Party, lead the determination of party policy and operations to the best of their ability.
  • Shall be elected democratically by Party members in good standing.

5.2 Candidates for leadership must:

  • Have been a member of the Party for at least 6 months.
  • Demonstrate a record of service to the Party and its principles.
  • Pass a vetting process conducted by the Integrity Committee (see Section 9).

5.2.4 Elections shall take place every four years or upon a vacancy, with each member entitled to one vote. The Party Leader shall be elected by ballot at a meeting by majority vote unless the position is uncontested.

5.3 In the event of a vacancy to the post of Party Leader, the registered Nominating Officer shall temporarily assume the office of Party Leader for purposes of legal compliance.

5.4 Accounts will be signed off by the Treasurer who is responsible for the accounts and who can authorise campaign expenditure at elections.

5.5 The Party Leader will be one of three National Officers.

5.6 The Party Leader shall be removed from office if a majority (>50%) of the party membership submit in writing a letter of no confidence, or upon death or resignation. This process applies to all party officers and will be registered with the Electoral Commission within a 14-day period.

5.8 All changes of the Party Leader position will be registered with the Electoral Commission within a 14-day period.

6a. Treasurer

6a.1 The Responsibilities of the Party Treasurer are as defined by law.

6a.2 The Treasurer will ensure the party complies with the political finance rules as set out in the Political Parties, Elections and Referendums Act 2000 (PPERA).

6a.3 The Party Treasurer:

  • May appoint deputies to assist in their duties as they see fit.
  • Shall be elected by ballot at a meeting by majority vote unless the position is uncontested.

6a.6 In the event of a vacancy, the NEC will appoint a Party Treasurer for a maximum period of 6 months or until an election can be held.

6a.10 The Party will operate as a single unit, which means the Treasurer has oversight over the finances of the entire party including branches. The party will have no accounting units.

6a.11 The Treasurer will keep continuous controls on donations, loans, campaign spending, annual accounts, keeping registered details up to date and annual renewal of The Party registration.

6b. Nominating Officer

6b.1 The responsibilities of the Nominating Officer are as defined by law.

6b.2 The Nominating Officer will be responsible for arranging the nomination of candidates and approving the party identity marks used on nomination forms and ballot papers at elections.

6b.3 The Nominating Officer:

  • May appoint deputies to assist them in their duties as they see fit.
  • Shall be elected by ballot at a meeting by majority vote unless the position is uncontested.

6b.9 During the process of ballot and appointment of a Party Leader, the registered Nominating Officer shall temporarily assume the office of Party Leader and be registered as such with the Electoral Commission within 14 days.

7. National Executive Council (NEC)

7.1 The NEC shall consist of the Party Leader, Treasurer, Nominating Officer (Deputy Leader) and up to ten additional members elected by the Party membership at a General Meeting.

7.2 The NEC will:

  • Oversee Party strategy, policy development, and constitutional amendments.
  • Manage the Party on a day-to-day basis.
  • Establish and maintain the Rules for governing the Party and the selection of Candidates for election and for the conduct of meetings.
  • Elect a Chair at each General Meeting or in the event of a vacancy for the post.
  • Make and record decisions, as well as any other governance arrangements.

7.8 The NEC will be convened by the Party Leader and Chair. The quorum of the NEC shall be two voting members.

7.11 Local branches of the Party may be established and managed in accordance with rules published by the NEC.

8. Deputy Leader

8.1 Shall be the registered Nominating Officer.

8.2 Assumes leadership duties on behalf of the Party Leader in the event of the Leader’s incapacity or resignation until a new election is held.

9. Integrity Committee

9.1 An independent body of up to five senior Party members, appointed by the NEC for staggered three-year terms.

9.2 Responsibilities:

  • Vet all candidates for leadership and NEC positions to ensure loyalty to Party principles.
  • Investigate allegations of infiltration, subversion, or disloyalty within the Party.
  • Recommend disciplinary actions, including expulsion, to the NEC.

9.3 Committee members must have no affiliations with foreign governments, extremist organizations, or conflicting political entities within the past ten years.

9.5 The Integrity Committee will only make recommendations to the NEC; any potential actions must be decided by the NEC.

10. Membership

10.1 Eligibility: Membership is open to any UK resident aged 18 or over who:

  • Subscribes to the Party’s core principles as outlined in Section 3.
  • Is not a member of any organisation which conflicts with the Party principles or has been declared incompatible by the NEC.

10.4 Code of Loyalty: All members, upon joining, affirm their commitment to The Party objectives.

10.5 Members shall be entitled to vote in all relevant internal Party elections.

10.8 Termination: Membership may be revoked by a two-thirds vote of the NEC if a member is found to have acted against the Party’s interests or engaged in subversive activities.

10.9 Appeal: Any person whose application is refused may appeal the decision in writing to the NEC.

11. Policy and Platform

  • Policies shall be proposed by members and ratified by a majority vote of the NEC.
  • Members may submit policy suggestions through local branches for NEC consideration.

12. Core Principles

  • Defence of British sovereignty against supranational overreach.
  • Promotion of national unity, economic independence, and border security.
  • Preservation of British traditions, including common law.
  • Protection of freedom of speech and personal liberties, the pursuit of lower taxes and the reduction of the bureaucratic state.

13. Local Branches

13.1 Structure: Members may form local branches with at least five members, subject to NEC approval.

13.2 Role: Branches elect their own officers including Branch Treasurer, organise local campaigns, and serve as a grassroots link to the national Party.

13.3 Oversight: Branches must adhere to the Constitution and are subject to periodic audits by the Integrity Committee.

13.5 Accounting Units: Branches shall not be financially autonomous. No accounting units will exist.

14. Candidates

14.1 Authority to Approve Candidates: Final Authority will be made by a NEC majority vote.

14.2 Removal of Candidates: A candidate may be removed by a two-thirds vote of the NEC.

14.3 Any individual who agrees to become a candidate must agree to uphold the core principles of the Party.

15. General Meeting

15.1 The Party will hold an Annual General Meeting at least once per calendar year.

15.2 The NEC may convene other General Meetings for specific purposes, open to all Party members.

15.5 All motions may be passed by a simple majority of those voting.

15.6 The General Meeting may consider motions on Party policy, stated values, and strategy for debate.

16. Party Accounting

16.1 On registration the Party intends to open a bank account in the name of the party for all transactions.

16.2 If the Party does not have a bank account in its name, monies shall be held in an account in the name of either the Treasurer or the Party Leader, with all financial activities recorded transparently as required by law.

17. Constitution Amendments

17.1 Process: Amendments require a two-thirds vote of NEC members.

17.2 Safeguard: No amendment may weaken the Party’s commitment as stated in Section 3 (Purpose) or the mechanisms protecting against infiltration (Section 9).

17.3 Once authority to amend is obtained, the amendment will be submitted for approval to the Electoral Commission.

18. Dissolution

18.1 The Party may be dissolved only by a three-quarters vote of all members in a special referendum.

18.2 Any remaining funds shall be donated to a UK-based charitable organisation aligned with the Party’s values, as selected by the NEC.

19. Temporary Provisions

19.1 At the time of the formation of the party, the Party Leader, Treasurer and Nominating Officer shall be the founding officers without election to office. The provisions of Sections 5 and 6 covering appointment and removal shall not be imposable until:

  • The Party has been registered for a period of 6 months, or
  • The Party Leader, Treasurer and/or Nominating Officer vacates from office.
